The Ontario Ministry of Consumer Services needed help educate consumers about their rights and help them avoid getting ripped off or scammed. Instead of the government telling people the “correct way” to deal with situations, we wanted to create the kind of communication that connected with the consumers in a light-hearted way. We wanted something that would break through the clutter and catch people’s attention. The puppet sort of became the person’s inner voice in terms of asking the right questions.
